Upgrade Ubuntu:19.10
sqlite3
to version 3.29.0-2ubuntu0.2 or higher.
NVD Description

package and not the sqlite3
package as distributed by Ubuntu
.
See How to fix?
for Ubuntu:19.10
relevant fixed versions and status.
