Upgrade Chainguard etcd-3.4 to version 3.4.32-r2 or higher.

Note: Versions mentioned in the description apply only to the upstream etcd-3.4 package and not the etcd-3.4 package as distributed by Chainguard. See How to fix? for Chainguard relevant fixed versions and status.

The various Is methods (IsPrivate, IsLoopback, etc) did not work as expected for IPv4-mapped IPv6 addresses, returning false for addresses which would return true in their traditional IPv4 forms.
