Upgrade openssl to version 3.1.0 or higher.

Overview

Affected versions of this package are vulnerable to NULL Pointer Dereference in the ossl_cms_RecipientInfo_pwri_crypt() function. An attacker who supplies a malicious password-encrypted CMS message can crash an application, because the PasswordRecipientInfo.keyDerivationAlgorithm field is optional, but is dereferenced it without checking that it is present.
