Upgrade rabbitmq-c to version 0.17.0 or higher.

Overview

Affected versions of this package are vulnerable to Out-of-bounds Read via the amqp_handle_input function. An attacker can cause a process crash and out-of-bounds read by sending a specially crafted AMQP frame during client login, resulting in a denial of service. This can be triggered by a malicious server or an on-path attacker when AMQP traffic is not protected by TLS with certificate validation.
