Upgrade Debian:10 jupyter-notebook to version 5.4.1-1 or higher.
NVD Description
Note: Versions mentioned in the description apply only to the upstream jupyter-notebook package and not the jupyter-notebook package as distributed by Debian.
See How to fix? for Debian:10 relevant fixed versions and status.
In Jupyter Notebook before 5.4.1, a maliciously forged notebook file can bypass sanitization to execute JavaScript in the notebook context. Specifically, invalid HTML is 'fixed' by jQuery after sanitization, making it dangerous.
