How to fix?

Upgrade Debian:11 bind9 to version 1:9.3.1 or higher.

NVD Description

Note: Versions mentioned in the description apply only to the upstream bind9 package and not the bind9 package as distributed by Debian. See How to fix? for Debian:11 relevant fixed versions and status.

An "incorrect assumption" in the authvalidated validator function in BIND 9.3.0, when DNSSEC is enabled, allows remote attackers to cause a denial of service (named server exit) via crafted DNS packets that cause an internal consistency test (self-check) to fail.
