How to fix?

Upgrade Debian:11 libcgi-pm-perl to version 3.61-2 or higher.

NVD Description

Note: Versions mentioned in the description apply only to the upstream libcgi-pm-perl package and not the libcgi-pm-perl package as distributed by Debian. See How to fix? for Debian:11 relevant fixed versions and status.

CGI.pm module before 3.63 for Perl does not properly escape newlines in (1) Set-Cookie or (2) P3P headers, which might allow remote attackers to inject arbitrary headers into responses from applications that use CGI.pm.
