How to fix?

Upgrade Debian:11 libcommons-fileupload-java to version 1.3.1-1 or higher.

NVD Description

Note: Versions mentioned in the description apply only to the upstream libcommons-fileupload-java package and not the libcommons-fileupload-java package as distributed by Debian. See How to fix? for Debian:11 relevant fixed versions and status.

MultipartStream.java in Apache Commons FileUpload before 1.3.1, as used in Apache Tomcat, JBoss Web, and other products, allows remote attackers to cause a denial of service (infinite loop and CPU consumption) via a crafted Content-Type header that bypasses a loop's intended exit conditions.
