How to fix?

Upgrade Debian:11 tcptraceroute to version 1.4-4 or higher.

NVD Description

Note: Versions mentioned in the description apply only to the upstream tcptraceroute package and not the tcptraceroute package as distributed by Debian. See How to fix? for Debian:11 relevant fixed versions and status.

tcptraceroute 1.4 and earlier does not fully drop privileges after obtaining a file descriptor for capturing packets, which may allow local users to gain access to the descriptor via a separate vulnerability in tcptraceroute.
