How to fix?

Upgrade Debian:13 mtr to version 0.67-1 or higher.

NVD Description

Note: Versions mentioned in the description apply only to the upstream mtr package and not the mtr package as distributed by Debian. See How to fix? for Debian:13 relevant fixed versions and status.

Off-by-one error in the mtr_curses_keyaction function for mtr 0.55 through 0.65 allows local users to hijack raw sockets, as demonstrated using the "s" keybinding, which leaves a buffer without a NULL terminator.
