How to fix?

Upgrade BouncyCastle.Cryptography to version 2.7.0 or higher.

Overview

Affected versions of this package are vulnerable to Memory Allocation with Excessive Size Value via the HSS public key and signature parsing in HssPublicKeyParameters and HssSignature. An attacker can exhaust memory by supplying a malicious HSS public key with an excessive level count and a signature for verification, causing the parser to allocate oversized internal arrays before it has validated the structure.
