Upgrade gitea.dev/services/migrations to version 1.27.0 or higher.

Overview

Affected versions of this package are vulnerable to Server-side Request Forgery (SSRF) in the restore-repo when parsing the pull_request.yml file. An attacker can cause the server to initiate network requests to arbitrary URLs or disclose local git repositories by supplying a crafted Head.CloneURL value in a malicious dump file.

Note: This is only exploitable if an administrator runs the restore operation using a dump containing attacker-controlled data.
