How to fix?

Upgrade org.apache.struts:struts2-core to version 6.12.0, 7.4.0 or higher.

Overview

org.apache.struts:struts2-core is a popular open-source framework for developing web applications in the Java programming language.

Affected versions of this package are vulnerable to Improper Neutralization of Special Elements used in an Expression Language Statement ('Expression Language Injection') via RestfulActionMapper.getMapping in the legacy RESTful action mapper. An attacker can achieve remote code execution by sending an OGNL expression in the URI’s action-name segment; the flaw is reachable only when the legacy mapper is configured and, in Struts 7, the OGNL allowlist is disabled.
