craftcms/cms is a content management system.
Affected versions of this package are vulnerable to Missing Authorization via the reorder-sets process. An attacker can modify the order of global sets in the project configuration by sending a POST request to /actions/globals/reorder-sets as an authenticated non-admin control panel user. This can result in persistent changes to the project configuration, potentially causing configuration sync conflicts, altering the display order for all editors, and introducing unwanted changes into version control.
