How to fix?

Upgrade ezsystems/ezpublish-kernel to version 7.5.30 or higher.

Overview

ezsystems/ezpublish-kernel is a kernel used by ezsystems/ezplatform and derivatives. Provides the Content Repository, its APIs, and the application's Symfony framework integration.

Affected versions of this package are vulnerable to Insecure Permissions such that users with the Company admin role (introduced by the company account feature in v4) can assign any role to any user. This also applies to any other user that has the role / assign policy. Any subtree limitation in place does not have any effect.
