How to fix?

Upgrade lemur to version 1.9.1 or higher.

Overview

lemur is a Certificate management and orchestration service

Affected versions of this package are vulnerable to Incorrect Authorization in the StrictRolePermission and AuthorityCreatorPermission process. An attacker can gain unauthorized access to privileged endpoints by authenticating with only a low-privilege role, such as read-only, and bypassing intended role-based restrictions. This allows actions such as creating root Certificate Authorities, uploading arbitrary certificates, and modifying notifications or domain entries.
