Upgrade deno_permissions to version 0.64.0 or higher.

Overview

Affected versions of this package are vulnerable to Incorrect Authorization due to the handling of command-line flags. An attacker can bypass intended security restrictions by using a nonsensical combination of --allow-* and --deny-* flags. This is only exploitable if such conflicting flags are used intentionally, which is generally not a typical use case.
