Upgrade outer_cgi to version 0.2.1 or higher.

Overview

outer_cgi is a thin CGI/FCGI wrapper for Rust programs.

Affected versions of this package are vulnerable to Buffer Overflow. The KeyValueReader type set up an uninitialized memory buffer and passed it to be read in to a user-provided Read instance. The Read instance could read uninitialized memory and cause undefined behavior.
