Upgrade rand_core to version 0.6.2 or higher.

Overview

rand_core is a Core traits and error types of the rand library, plus tools for implementing RNGs.

Affected versions of this package are vulnerable to Insecure Randomness. Because read_u32_into and read_u64_into mishandle certain buffer-length checks, a random number generator may be seeded with too little data.
