remove_dir_all is a safe, reliable implementation of remove_dir_all for Windows

Affected versions of this package are vulnerable to Race Condition Enabling Link Following that allows users to delete arbitrary paths by substituting a symlink for a legitimately deletable path after the path has been checked. This issue is another iteration of the same vulnerability discovered and fixed in the Rust language - CVE-2022-21658.
