How to fix?

Upgrade SLES:15.7 cloud-init-config-suse to version 25.1.3-150400.15.7.6 or higher.

NVD Description

Note: Versions mentioned in the description apply only to the upstream cloud-init-config-suse package and not the cloud-init-config-suse package as distributed by SLES. See How to fix? for SLES:15.7 relevant fixed versions and status.

cloud-init through 25.1.2 includes the systemd socket unit cloud-init-hotplugd.socket with default SocketMode that grants 0666 permissions, making it world-writable. This is used for the "/run/cloud-init/hook-hotplug-cmd" FIFO. An unprivileged user could trigger hotplug-hook commands.
