CVE-2019-5443  (opens in a new tab)
CWE-94  (opens in a new tab)

How to fix?

Upgrade curl to version 7.65.2 or higher.

Overview

curl is a command line tool and library for transferring data with URL syntax, supporting DICT, FILE, FTP, FTPS, GOPHER, GOPHERS, HTTP, HTTPS, IMAP, IMAPS, LDAP, LDAPS, MQTT, POP3, POP3S, RTMP, RTMPS, RTSP, SCP, SFTP, SMB, SMBS, SMTP, SMTPS, TELNET and TFTP. libcurl offers a myriad of powerful features.

Affected versions of this package are vulnerable to Remote Code Execution (RCE). A non-privileged user or program can put code and a config file in a known non-privileged path (under C:/usr/local/) that will make curl <= 7.65.1 automatically run the code (as an openssl "engine") on invocation. If that curl is invoked by a privileged user it can do anything it wants.
