Upgrade envoyproxy/envoy to version 1.22.1 or higher.

Overview

Affected versions of this package are vulnerable to Use After Free via the OAuth filter which tries to invoke the remaining filters in the chain after emitting a local response. It triggers an ASSERT() in newer versions and corrupts memory on earlier versions.
