How to fix?

Upgrade haproxy to version 2.9.11, 3.0.5, 3.1-dev7 or higher.

Overview

Affected versions of this package are vulnerable to User Impersonation in quic_build_post_handshake_frames() function in quic_conn.c. An attacker in possession of a known trusted IP address can bypass IP allow/block list functionality by opening a 0-RTT TLS session with their true IP address and then replacing it with the spoofed one after handshake.
