Upgrade NICMx/FORT-validator to version 1.6.3 or higher.

Overview

Affected versions of this package are vulnerable to Improper Input Validation via the handling of resource certificates that lack a keyIdentifier field in the Authority Key Identifier extension. An attacker can cause the application to crash by serving a malformed certificate, leading to Route Origin Validation unavailability and potentially compromised routing.
