Upgrade protocolbuffers/protobuf to version 3.15.0 or higher.

Overview

Affected versions of this package are vulnerable to NULL Pointer Dereference. When a null char is present in a proto symbol, the symbol is parsed incorrectly. That can lead to an unchecked call into the proto file's name when the resulting error message is generated.
