Upgrade python to version 3.11 or higher.

Overview

Affected versions of this package are vulnerable to Improper Input Validation in the urllib.parse component which allows attackers to bypass blocklisting methods by supplying a URL that starts with blank characters.

Note: Users should also add strip() function before processing the URL, thereby eliminating this inconsistency.
