Upgrade scitokens/scitokens-cpp to version 1.4.1 or higher.

Overview

Affected versions of this package are vulnerable to Relative Path Traversal via the normalization process of scope paths in tokens, which collapses .. components instead of rejecting them. An attacker can gain unauthorized access to directories outside the intended scope by crafting tokens with parent-directory traversal sequences in the scope claim.
