Upgrade spiderlabs/modsecurity to version 3.0.12 or higher.

Overview

Affected versions of this package are vulnerable to Improper Input Validation that allows an attacker to bypass Web Application Firewall (WAF) rules designed to inspect the path component by submitting a request with a URL. The way the URL decoding is handled before separating the URL path component from the optional query string component in the REQUEST_FILENAME and REQUEST_BASENAME variables allows the attacker to place a payload after %3F, which will be treated as a separator character.

Workaround

This vulnerability can be avoided by using the REQUEST_URI_RAW variable to derive all other required variables, including performing any required URL decoding.
